Steam reformer - machine that changes any sort of steam into any sort of steam. Either you can go a route where you have to supply energy, or you can just step it down and up logically - meaning, 24 super becomes 48 high or 96 low; 24 high become 12 super or 48 low, and 24 low becomes 12 high or 6 super.

If you do want to have to add energy, this becomes a bit more tricky I suppose and would probably defeat the usefulness. You can build in some power use for the state change; physics wise I think it isn’t much in the sense of cheating to do this.

Edit; in real life steam reducers usually are small inline applications. Mostly used to reduce the pressure they usually have a high and low side, and a drain for condensate, but this is in the range of ‘a few drops’. Steam upgrades are usually done by heating the steam, or reducing flow, so that the pressure increases. In any case, this doesn’t need extra water, it’s basically an entropy increase, but in a way you can imagine this as pressure up —> volume drops.

Low pressure steam is almost impossible to make with any regularity.
