It can use the maximum throughput of a tier 4 pipe and utilizes all possible resources from oil, has an overflow mechanic for any fuel that becomes unused, and gives you recycling to create more fuel gas once the system comes online the fuel gas will be produced enough so it's become self-sufficient with the plastic rubber additions and carbon scrubbing systems. Hydrogen refueling has been added and the whole system now runs on hydrogen as its main fuel service can be a 100% hydrogen-producing plant

You forget to upgrade the chemical factories for graphite, they're all tier 1 without recipe chosen. :) And you forgot a storage for the 2 coal boiler's. And the belt for sulfur for rubber productiion is broken. And the fluid tank near the sour water strippers must be water, not ammoniak or you mixed water and ammoniak there. The whole thing doesn't work. :( Same with all cracking modules, none of them works. some tubes have the wrong diirection.
Alright I went ahead and fixed all the broken pipes and belts made sure everything was balanced right everything is set to their correct locations and recipes I removed the carbon production but I've left the hole there for those who want to put it in

Boilers aren't connected to steam depleated.
Indeed the electric boilers have no outgoing connection for steam.
I fixed the depleted steam issue it was an issue with the pipes not registering correctly and being automatically deleted because they couldn't go over the boilers correctly so now the depleted steam will be connected correctly and there's no electric boiler
